I have an external hard drive from my old laptop and am wondering if it can be used with a netbook? Like can I use my MS Office on there, view my pics, and/or listen to music?

You can absolutely use an external (USB) hard drive on a netbook.
You can only use MS Office if you actually install MS Office. You need to have an external USB CD ROM drive to install software like Office from a CD, or share a CD drive via a network connection from another machine. Netbooks almost never have a CD drive.
You can also download Open Office for free without needing a CD from openoffice.org
Programs like Office live on your old computer, not on the external hard drive. Your files may be on the external drive though.
