I think your ISP is cheater. because in connection of
64 kbps connectoon – max. downloading speed will 8kbps
128 kbps connectoon – max. downloading speed will 16 Kbps
256 kbps connectoon – max. downloading speed will 32 Kbps
512 kbps connectoon – max. downloading speed will 64 kbps
1024 kbps connectoon – max. downloading speed will 128 kbps
2048 kbps connectoon – max. downloading speed will 256kbps
*due to 1:8 ICS ratio method
if your speed is 25.6 approx it means your isp is lier. on 2mbps connection your downloading speed should be 200 to 256 approx.

2 Mbps equals to 256 Kb/s. Mbps and Kb/s are different terms. When ISP advertise download speeds, they use the term "Mbps" however, when you download things on your computer, your computer shows the speed in "Kb/s."
You’re getting what you paid for.

Your Internet Connection may be experiencing some distraction from another line. For example, DSL are usually connected from telephone lines. If you DSL connection is connected directly through a telephone line without a telephone filters this could be the problem which will reduce the speed of your connection. Your ISP should have provided you with those filters or if not try asking them for one. If you don’t know wether your connection has a filter or not try asking your ISP. Call them and tell about your problem.

1)Make sure you don’t have any spyware or viruses on your computer.
2) Your computer(if older one) can limit the speed, due to processing speed.
3)Make sure your router/modem is configured right.
4)If all fails you may need to call your ISP.
Go to this and take a speed test. Make sure no one is on the phone or on the Internet (if you have a network).

I hope you can get this problem solved soon for your enjoyment.

The main problem with ADSL is that the farther you are from the phone company’s central office, the slower the speed at which data can intelligibly be sent.
Call your DSL provider and ask them how far your connection is from their central office. Lots of phone companies unfortunately put a lot of hype into what the "maximum" speed possible is on their DSL, but you’d only ever see that speed if you lived right next door to their central office.
